While proceeding to the port of Nemrutbey with cargo of steel scrap m/v Volgodon 5021 encountered three rubber boats with distressed people.One of the boats had capsized and its crew was in the sea. All distressed people were rescued, < given first medical aid, food and drinks.The rescued people identified their nationality ? Afghan. Turkish authorities and the Afghan Consulate General in Ankara were properly informed about the incident. < Under the condition that vessel?s owner would pay all repatriation expenses the distressed Afghan refugees were disembarked from m/v Volgodon 5021 and accommodated in police facilities in Izmir.The shipowner pre-paid 20 airway tickets from Istanbul to Kabul to Afghanistan Ariana Airlines. < The group of 13 refugees was sent to Istanbul where the Afghanistan Consulate issued temporary documents for them. Afghanistan Ariana Airlines flew the 13 refugees home the same day. The owner of m/v Volgodon 5021 was the proud sponsor of their airway tickets to Kabul. < Afghanistan Ariana Airlines refused to return to the shipowner the money for the pre-paid 7 airways tickets which had not been used. < The lessons we learned: < 1.According to Turksih law it is not the duty of the master to rescue people at sea in Turkish territorial waters. This duty is imposed to the Turkish Coastguard. In the event that the vessel encounters people that need to be rescued the master of the vessel has to stand by and call the Turkish Coast Guard. < 2.Unless the shipowner of the vessel rescued refugees accepts officially to cover all repatriation expenses of the refugees or stowaways, the Turkish immigration authorities will not allow disembarkation of refugees or stowaways and their repatriation from Turkey. < 3.The Afghanistan diplomatic missions in Turkey do not to provide funds for the repatriation of their citizens - refugees or stowaways. < Afghanistan Ariana Airlines continues refusing to return to the shipowner the money for the pre-paid 7 airways tickets which had not been used. < Ariana Afghan Airlines finally refunded the overpaid money. |
